Tarımsal yatırım planlaması üzerine modelleme çalışması- Gazipaşa örneği

Abstract

Tarımsal Yatırım Planlamasında Optimizasyon Çalışması- Gazipaşa Örneği Türkiye'de tarım sektörü zorlu bir süreçten geçmektedir. Bu süreçte en uygun ürün, üretim şekli ve süresini ayarlamak büyük önem arz etmektedir. Bu bağlamda çalışmamızda Antalya iline bağlı Gazipaşa ilçesi pilot bölge olarak incelenmiştir. Yapılan bu çalışmanın sonuçlarının diğer il ve ilçelere referans olması beklenmektedir. Çalışma kapsamında devletin yetkili kurumlarınca hazırlanan raporlardan faydalanılmıştır. Seçilen bölgede mahalle mahalle ekim/dikimi yapılan ürünlerin listesi, ekim/dikim yapılan ve boşta kalan arazi miktarları, ürünlerin ekonomik değerleri, çiftçi sayısı gibi mikro veriler temin edilmiştir. Elde edilen verilerin analizi ise atama yöntemi kullanılarak gerçekleştirilmiştir. Kullanılan yöntem sayesinde kısa, orta ve uzun vadede tarımsal üretim yapılan arazinin büyüklüğü, su ve iklim yeterliliği kriterleri göz önüne alınarak maksimum getiri için en uygun ürünleri listeleyerek, kısa ve uzun vadede hangi ürünün üretimine yatırım yapması gerektiği hususunda çiftçinin bilgilendirilmesi ve bölgesel karlılığın arttırılması hedeflenmiştir. Ayrıca atama yöntemi ile yapılan analizde kullanılan bilgi ve değişkenlerin çiftçinin ya da tarımsal yatırım yapan firmanın kısıtlı kaynaklarını (sermaye, tarımsal arazi, sulama suyu, tarımsal iş gücü vb.) en uygun şekilde kullanmasına yardımcı olacağı da düşünülmüştür. Bu sayede oluşturulan optimizasyon formülünün başarılı olması halinde diğer il ve ilçelerde de tarımsal üretim değerleri arttırılarak milli gelir artışı sağlanabilecektir.

Optimization Study in Agricultural Investment Planning – Case Study: Gazipaşa The agriculture sector in Turkey is passing through a difficult period. In this period, it is very important to arrange the most suitable product, production method, and duration. In this context, Gazipaşa district of Antalya province was examined as a pilot area in our study. The results of this study are expected to be a reference to other provinces and districts. Within the scope of the study, reports prepared by the authorized institutions of the state were exploited. Microdata such as the list of crops that were sowed/planted, the amount of sowed/planted land and uncultivated land, the economic values of crops, and the number of farmers were provided for each neighborhood in the selected area. The analysis of the obtained data was carried out using the assignment method. Through the method used, it was aimed to inform the farmer about which product should be invested in the production in the short and long term, and to increase the regional profitability by listing the most suitable products for maximum return by considering the size of the land, the criteria of water and climate adequacy which is produced in the short, medium and long term. In addition, it is thought that the information and variables used in the analysis made by the assignment method will help the farmer or the agricultural investment firm to use their limited resources (capital, agricultural land, irrigation water, agricultural labor, etc.) in the most appropriate way. By this means, in the case that the optimization formula created will be successful, national income growth can be achieved by increasing agricultural production values in other provinces and districts too.
